Kissing this character: sure, but depending on what point i'm playing him from and how into your character he is, the response will vary greatly. I usually play him from a while post-loop, so unless it's a shipping meme or we've already established something going, he's not gonna be too hot about it.

Injuring this character (include limits and severity): yes! go as far as you like, only stopping short of squicky torture methods (e.g. nail pulling) but feel free to kick his shit in Hard

Using telepathy/mind reading abilities on this character: sure! But beyond surface-level mind-reading, discuss this with me. Be warned: he's not a magical guy and has no barriers, but he has many more lifetimes' worth of memories than a normal middle-aged man ought to have, and plenty of them are... ugly.
Warnings: His canon touches on some serious topics; in regards to Phil especially, there's depression and (lots and lots of) suicide. I also headcanon his past as kinda rough.
Notes: In terms of timeframe, I generally play Phil as a little under a year post-loop. I can play him from other points at request, but his character oscillates wildly depending on that. It ranges from a shallow, crass, self-absorbed jerk, to a hedonistic self-absorbed jerk who waltzes through life taking what he wants, to a deeply self-loathing man who has gone off the deep end past the point of suicide, to someone who's learned a deep sense of empathy and to not take life for granted.
